Fuel pump relay

The Ford instruction manual states that part number 9345 (the fuel pump relay) is left hand behind instrument panel. I could not see it in that location. Do I have to remove the instrument panel? There is nothing behind the instrument panel other than the firewall (which would put the relay under the hood in the same location as the EGR Solenoid). I removed the left hand panel of the dash board, still nothing? Below the instrument panel, there is a fuse block but no pump relay? Tell me how to find it.
