1999 Ford Windstar V6 Front Wheel Drive Automatic 191000 miles

Just tried to get an emissions check on a 1999 Ford Windstar and it failed because the check engine light would not come on when the ignition was turned on but not running. Is this more than likely a bulb or fuse?

Bulb, the PCM or the wires in between. Try removong the cluster and replacing the bulb , this is the easiest besides checking your fuses, which is the first thing you should do
