1993 Ford Tempo HELP ME!

I have a 93 ford tempo 4 cylinder. It has a very high idle and when going down the road it will run fine at first and then bog down and not want to move. I have replaced the throttle positioning sensor the mass airflow sensor the spark plugs and still no change in how it runs! Now it is throwing an engine code of 998 which is hard failure. IM LOST PLEASE HELP!

Idle air control valve
clean /check /replace
i will try to find more on the 998 code
but for know check idle air /vacuum leak
