1988 Ford Tempo replacing high pressure line

I've been looking @ the book and looking @ my car and short of droping the rack I can't see how to get to the fitting on the rack to replace the high pressure line for the power steering. Do you have any tips?
ps; the line also has a electric plug on the top of the fitting whats it for? (Looks like a sensor type)

You might get access to it if you take out trans speedometer cable first? The sensor is probably a pressure reducer of some kind so power assist is reduced at highway speeds.
