Taurus/Sable these heaters tend to clog up with sludge, feel the both hoses where they go into the core, one will be hot, the other luke warm, if this is true in your case try flushing the core, then Ford has a part that reduces the diamiter of the heater bypass hose, I just clamped mine with a hose clamp plier.
The bypass is the second hose off the waterpump that runs behind the engine to the trany side, try clamping it to see if it brings up your heat. Also make sure your antifreeze and thermostat are OK!
