1996 Taurus Starting problem

Battery New, Positive and ground cables new, Starter bench tested ok. Vehicle makes no indication of starter engagement when in start position. I removed Solenoid terminal and performed voltage tests, 4.43 volts in start position and -3.43 volts in run position at the S-terminal(solenoid connector). I am now at a quandary as to which direction to go. Ignition switch, wiring, etc?

In start Position I hear fuel pump priming. Nio sounds from starter.
I have had the starter, alternator bench tested and I also took starter out and tested by jumpering direct from battery. The starter tested fine.
I am using a multimeter (not sure brand) to test the volts to the solenoid. I had the red lead in the female end of the wire at the solenoid with it disconnected.
I had the black grounded to block. I had son turn to start position and recorded +4.43 volts, when he released it to run position it went to -3.43 volts.
I have not yet tried this direct jumping with starter installed, guessing it will start if I do since I jumpered it out of car.
