1998 Ford Ranger air condition/heater

When I cut the air condition on I am getting hot air from the heater like it isnt completly cutong off allowing the hot air to come in with cool air

Chances are the blend door is the problem. It is located near the heater core. It moves one way for AC and the other for heat. If it isn't going the entire way, it will do what you descrbed.
