1993 Ford Ranger 2.3L EVR VOLTAGE

ENGINE OFF; BATTERY @ 12.5 VOLTS.
ENGINE ON; ALTERNATOR CHARGING BATTERY @ STEADY 14.5 VOLTS.
ENGINE OFF; I UNPLUG THE EVR CONNECTOR; HOOK UP A DIGITAL VOLT METER. TURN KEY ON AND GET A STEADY 12.5 VOLTS. I START THE ENGINE AND THE METER FLUCTUATES BETWEEN 14.7-19.2 VOLTS. IS THIS NORMAL? IF NOT, WHAT IS WRONG? THANK U IN ADVANCE FOR ANY SUGGESTIONS AND HAVE A HAPPY NEW YEAR!

NO! IT'S NOT THE VOLTAGE REGULATOR! IT'S THE EVR (EGR VACUUM REGULATOR) SILLY!
