Car Overheating only while brakes are applied or air is on

I have a Mercury Sable 1999, v-6, with 94,000 miles. My car overheats only when the brakes are applied and sitting idle or when the air conditioner is on for awhile; however, if I put the car in park it will not run hot. I have had a new water pump put on, thermostat replaced, hoses checked going to radiator for leaks, new reservoir, and the fans are coming on. I do not believe it is the heads because then it would be running hot at all times. Please help before I have to spend a fortune on my car. It has been checked out by Firestone who could not diagnose the problem.

The fans are on all the time? Even when it is over heating?

They seem to be running whenever I check; however, I haven't looked every time it runs hot.
