1989 Ford F350 Not firing

I have a 1989 F-350 and I have not been able to get it fired up. I think it is some type of fuel issue because it is turning over and when I spray a decent amount of starter fluid it will fire for about 3 seconds then stop. I have checked the Fuel pump relay under the hood. Although when I turn the key the electric pump should turn on for about 2 seconds then shut off, which I do not hear. I was also thinking it could be a clogged fuel filter as the vehicle sat for a while but started with not much fuel. I was also thinking of checking the inertia switch but I am not sure where the fuel pump or inertia switch are. Suggestions and advise are highly welcomed. Thanks

Hi well the pump should run 3 secs even if the filter is plugged and yes if it sat long I would replace the filter. Because if is not a prob now it will soon be. The inertia switch is under the pass side kick panel, or under the driver side panel. Where your fuel relay is underhood. There is also a cpl more relays one is a relay with a brown colored bottom. This is the eec relay it controls ecm. Replace this relay and the fuel pump relay common failure I believe this truck has a low pressure pump and high pressure pump. The hp pump will be mounted on the frame rail under the drivers seat. The intank pump supplies this pump which delivers hp fuel to the engine. Check the fuel pressure at the fuel rail.
