1993 F250 7.3 turbo Diesel 5 speed manual trans. Engine will not turn over, batteries are fully charged, cables are clean. Will make a clicking sound at glow plug relay when ignition is turned on "wait to start" will turn off, and then seems to "short out" when starter is engaged.

Hi there,

I would suspect a faulty starter motor, but i would check that the engine will turn by hand first.

I agree with MHPAUTOS, or the engine is locked up, this video can help you to see if the engine will rotate,

If the engine turns here is how to replace the starter motor.

1. Disconnect battery ground cable.
2. Raise and support vehicle, if necessary.
3. Disconnect starter cable from starter motor.
4. Remove starter motor attaching bolts and the starter motor.
5. Reverse procedure to install.

Here is a generic guide to help you step by step with instructions.
