1984 Ford F-100 starting problem

I have a Ford and at first I thought I had a solnoid problem so I replaced it, now when I try and start it it makes a buzzing sound for as long as I hold the key in the start position and wont turn the starter over, whats my problem?

Pull the starter out and check that it's engaging. Just because it's turning, doesn't mean it pushing the gear into the flywheel to turn it. Also, some, or all of the teeth on the starter and /or flywheel could have broken or worn off
