Gurgling sound at the gas tank

I have a 1998 Ford Explorer Sport XLT AWD with a 5.0L engine. Milage is 130,000.

There is a gurggle / bubbling noise when the ignition key is turned to the first notch (or beyond). It happens when the car is both cold or hot. The car seems to run OK, but this is a new noise and I would like to know if it may be an indication of something going wrong.

It sounds like it is comming from the fuel tank.

What could cause this kind of noise.

The fuel pump! It's in the gas tank.

Does the sound mean that the fuel pump is getting ready to fail, or is there something I can do to prevent the failure?
