My car wont start like it has a dead battery as soon as I opened the door to the car the car did a ticking sound. I charged it with jumper cables and let it run for 15 minutes and it is not starting and ticking again.I checked my battery with a voltmeter and it said 13 what can be wrong?

Hello,

Even though your showing a fully charged battery doesn't mean that it is not bad. What your volt meter doesn't show you is what the CCA's (Cold Cranking Amps) and that is what is needed in order to start the vehicle and if they are low your vehicle won't start and all you would get is the clicking.

My suggestion is to jump start it and take to your local parts store and have them test your battery, charging and starting system.
