2002 Ford Explorer Occasional Flooding when restarting

My 2002 explorer seems to run fine, however, about 10% of the time if I turn it off then try to restart after being off for 30 minutes it floods. It will start, chug for about 10 seconds, then turn off. The only solution is to wait about 45 minutes and it will start fine. I have tried the suggestions of keeping the pedal pressed all the way down to clear flooding but the only solution is to wait the 45 minutes. I have changed my spark plugs and am not sure where to try next. I live in Texas so it is crazy hot, not sure if that is part of the issue. Please help.

Could be caused by the following:

Probable causes of an engine running rich are as follows:

1. Excessive fuel pressure can be cause by restricted fuel return line or defective fuel pressure regulator.
2. Defective Oxygen Sensors.
3. Leaking injectors and fuel pressure regulator.
4. Coolant temperature sensor out of calibration.
5. Restricted air intake system.

I went to have my error codes read and found that I have no error codes. Which of the problems would trigger an error code? Knowing that will let me strike those off of my list. Thanks

Most likely the O2 sensor and the coolant temperature sensor a failure on this two will lock the mode in open loop which in turn the computer will be giving fuel when not needed causing it to run rich
