All three brake lights are not working

All three brake lights are not working on my 94 explorer. Its not the fuse or the bulbs. Any Ideas?

Find the brake switch on the brake pedal support. If fuse no.4 15amp is okay-you should have power to the brake switch connector light green and red wire-power here jump the connector with a small wire and see what happens to the lights, if it comes On replace the brake switch and adjust it-
