1998 Ford Expedition Blows hot air

My A/C is blowing hot air. I have checked the freon level and it is full. What could the problem be?

I would start by making sure the ac compresor is working (engaging). If it is, make sure the blender door (near heater core) is working. It is the vent door which determines if you get heat or AC.
