1998 Ford Expedition 4X4 only engages in 4L

My 1998 expedition will not engage in 4 wheel drive. When I move the selector switch to A4WD or 4H, I hear a clicking noise but nothing engages. If I put the transmission in neutral and move the selctor switch to 4L, the transfer case will engage when put in drive or reverse like it is supposed to.

Any ideas as to why only low range will engage? I have been told that it is probably a relay, but I don't have a diagram and am not sure where the relays are located.

Any help would be greatly appreciated.

If you hear the actuator clicking in all selections, my guess is the actuator isn't working properly. If you are getting power to it (it's in the transfer case) it should shift. If it isn't, it's most likely bad.
