Ford Escort - not starting

My mom has a 95 ford escort with approx. Miles of 100,000+, it will crank but not ever start. It appears that the starter is fine and the battery is fine, my brother in law thinks it could be the timing. What is the approximate cost of repairing the timing?
just a ball park of what to expect so that I know if the repair shop is overcharging or not.

I would check to see if you have spark. Pull a plug wire off put a screwdriver in the end that you pulled off, that would be the sparkplug side. Hold the screwdriver close to some metal. Have someone crank the starter over a few seconds. If it sparks thats ok. Then turn the ignition key to on. To see if you r fuel pump is working. You should hear it buzzing. For a few seconds.
