Car won't start

1991 Escort 1.9; Automatic;160000miles

Installed new fuel pump a couple of years ago.
Now it dies on me while driving, or pump does not come on at ignition. It will start on occasion. I took the outlet hose of the fuel filter off and I had someone look at the filter as I cranked to see if fuel came out. I replaced the filter last year. No fuel came out so I guess there is no power to the pump. Im thinking it might be the fuel pump relay. Im trying to look at a schematic that is in the Haynes book for my car. I can't make heads or tails of it. Am I on the right path? Where is a good schematic for the fuel system or where is the fuel relay? What should I do next?

The fuel pump relay is in the forward of center console.

Also the inertia switch is in the right side of the cargo area above the wheelwell.

The fuel pump relay is in the forward area at center console. F/Pump relay location is in your email

Also try checking the inertia switch in the right side of cargo area above wheelwell.
