1998 Ford Crown Victoria it won't start

I have a problem with my car an I figured it was my fuel pump so I changed it out and still didn't start so I started checking all the fuses on the inside of the car and they were all ok went to check the ones under the hood and found a 30 amp fuse that was out so I replace it right away it went out just as I plug it in. Its the # 12 fuse and its says PCM power relay and I was wondering what that was

Pull the PCM relay out and replace the fuse 30 amp and see what happens-if the fuse blows the yellow and black wire is shorted to ground. See below
