1997 Ford Crown Victoria Check engine light keeps coming on

On my 97 crown vic (police vehicle) we keep getting a check engine light. It gives a misfire on #5 code. So far we have changed the wires, plugs, fuel filter and checked for vacuum leaks. At idle, and on a flat the engine idles fine but when under power esp. Uphill it sems o run rough

Check fuel pressure. Add a good fuel injector cleaner.

Already done. Added seafoam and misfire started shortly thereafter
