1998 Ford Contour stalling

When I drive my car through a water puddle it stalls when this started it would restart with in a couple of minutes now it takes a couple of hours before it restarts what could be causing it to stall it only does it when it rains and I hit a puddle

Forgive me but why are you driving through puddles?
Your engine is not waterproof and can in fact suffer serious damage from doing that.

I live in a city where the streets are not in the best shape there are puddles every where there are dips and pot holes and sometimes they cant be avoided

The plug wires are usually the first things effected by moisture. The trick is to avoid water getting into the engine area. Check and make sure there are no splash shields missing from below.
