engine stalls

first ill let you know that it is a 4 speed 327 with a mild hydraulic cam freshly rebuilt approx 2 thousand miles ago, hei dist, and original rochester Qjet that was cleaned and has fresh gaskets. No power steering or brakes, it is a base model. I rebuilt the engine prior to deploying overseas and ran good. Upon my return i tried to start it up only to find that my gas tank was full of water. so after draining it, rebuilding carb and flushing lines it was running good. A week later im driving down the road and every time id come up to a stop sign and throw it in netral it would die unless i feathered the gas. eventually running on its own. it does great under power and ive checked all vacuum lines and gaskets for leaks. ive also adjusted idle mixture screws, played with the timing, and adjusted the throttle screw. its sitting around 700, a little jumpy but im assuming its because of the cam. any insight would be appreciated

what is the engine vacuum at idle???

around 18 i believe, straight from the manifld. that was before i started tinkering with it though. itll idle for days once its warmed up and i can revv it all i want but as soon as im coasting to a stop i find myself feathering the gas until it starts holding idle again. im starting to think that it may be a fuel issue but id like a second opinion before i start taking things back apart. and ive already learned the hard way its never smart to just throw random parts into it until it starts working again.
