Engine noise lose of power

The engine has always had a growl but resently we had to replace harmonic balancer, about 900 miles ago since then the noise is getting louder and it's starting to lose power. Could it be as simple as Ajusting the belts? Note about the noise I'm pretty sure the noise is a bent lifter? I'm no mechanic, But I do have a general idea about it. Just need a direction to go. Thanks in advance

For noises like this have a local mechanic check it out normally there is no charge, if it's a bent lifter what you call may actually be a cam lobe wearing out.
