I smell exhaust in the cabin when the engine is idling and when I am driving the car and someone with the code scanner says incomplete catalytic converter. The engine turns off when I started cold and sometimes when I turn on and engine turns off immediately when it is cold.

Check the rubber seal under the rear of the hood. If it's missing or torn, exhaust fumes can be drawn in through the fresh air vent under the windshield.

I will check the rubber seal again but it does not look torn.

You might also check if the 4"-long rubber hose with a 90 degree bend hanging down on the passenger side of the firewall under the hood is missing. Fumes could enter through that plastic spout. Both of these suggestions assume either your car has an exhaust leak near the front of the car, or is it possible you're smelling fumes from cars in front of you?
