No crank no start, draining the water in fuel warning on dashboard?

Hi, I have this used ambulance I have seen a sign in the dashboard about drain water fuel and check engine is on. Can you tell me please where it is located in my car and how to fix it? Could this be the reason for car crank not starting or what issue?
Also, does this type of car has oil anti drain back valve if it does where it is located?

Hi,

Because this vehicle was made as a cab and chassis and then the ambulance body installed after, I really need you to scan the can-bus. CAN stands for controller area network.

Basically, the different modules are tied together via a few wires. If there are codes stored, this type of scan will identify them. This really needs to be done because things are modified by body companies.

I can tell you that the secondary fuel filter is located on the engine. See pic below. Additionally, there is a primary filter along the frame rail on the driver's side. The primary filter functions as a filter and separator. If there is a drain, it should be at the bottom of this filter.

Thanks a lot Joe for the information since I am not aware of the can-bus and I searched the net was difficult for me to understand. I will try to find somebody for help I only have the Ancel ad-310 OBD but I couldn't find reasonable OBD price that show the ICP volt and IPR rate will crank unless you suggest one.

You are very welcome. As far as the issue, that is where I would start, but I realize you don't have the scan tool.

Hi again Joe,

I have seen the fuel filter under the driver side i drained as i have seen in this video:

Now I crank want start i checked the secondary fuel filter there is no fuel come to it I am wondering what i did wrong when i but the key in on position i hear the fuel pump sounds as usual, I thought may be sensor if it has one or air am not sure from where i should start.

Is there fuel pressure at the primary filter that you drained? I ask because you hear the fuel pump, but it may not be working or producing pressure.

Luckily I shook the fuel pump wire I crank start right away I don't know why but I'm glad it started.
