1996 Dodge Stratus ECM

I recently purchaced this car knowing the air conditioning does not blow cold air, The Mechanic said the ECM module is faulty, however he manually wired it together and it worked but will not shut off the compressure. My question is the ECM the problem !

It's possible, if mechanic diagnosed it as faulty computer and hard wired it to bypass the computer and it works then yes it's most likely the correct diagnosis
