1995 Dodge Stratus no pcm output to #5 cyl

Hi, hope you can help.
Using a noid light, I found no output to the #5 cyl.
Then, using an ohm meter, I verified continuity from the pcm connector to the injector connector, 0 ohms. Does this mean its definatly the pcm, or could it be something else. All other injectors test ok with the light.

Ok first if you would measure the resistance of the injector it self. Unplug it and measure resistance across the terminals on the injector not the wire harness. It should read between 11-16 ohms anything else is a bad injector. Let me know what you find here first then we will look into the wiring and see if it is a bad wire or injector driver in the PCM ok.
