2003 Dodge Ram Engine stalls when stopping

My 03 Ram here recently after a battery change has suddenly decided that when I am slowing (let's say at a stop light) or am at low idle, the engine shuts off if I don't keep the accelerator down some. It will fluctuate 200-300 RPM on it's own and once I let my foot off the gas at a stop there she goes. I detatched the battery cables and re-fastened the battery to ensure the cables were not loose.

I had a auto parts store guy plug in the diagnostic machine and the only the code that came up was (dont have the code with me) "ECM/PCM key not programmed". The AMPS/Voltage were fine on that check, alternator and charging system were both ok too. I went to the dealership to see if this was simply a short when I changed the battery and if it was a simple fix like just reprogramming the ECM/PCM or more complicated. He looked at me like I was speaking a different language.

Have the parts store uses the scaner and reset the IAC idel air control and TPS throttle position switch.
After doing this the truck will not idle until you drive it for about 1 mile. Make sure you drive it over 34 MPH.
This will do a reset.
If this dose not fix it do a TPS sweep and ck if IAC is working. And last ck EGR valve for sticking open do to carbon not letting it close.
