1999 Dodge Ram Sputtering upon idle

My Check Engine light came on a day or so after I started to notice the engine trying to keep a steady idle when at stop lights. During driving, it sputters when maintaining a constant speed. When foot accelerator is released or applied the sputtering goes away. When I got the truck the (used 16,000mi) the Cruise Control did not work. A friend suggested that it may be a vacuum line causing the cruise control not to work and also cause for the sputtering. I lifted the hood and found what looked to be a vacuum line severed. Could this be the problem? What are the steps for repair?

Have the computer scanned for code/s-you have a problem within the engine manangement system that caused the CEL to turn on-This is your starting point of diagnosis,finding out what's going on.
