1997 Dodge Neon steering wheel unturnable

Alright heres the problem, I found the power steering fluid level at zero I can't turn the steering wheel anymore and theres a loud noise. When I step on the gas it kinda revs along with me, which sometimes causes it to be quiet but then it starts up again. So I bought a quart of power steering fluid and topped it off to the cold level and started the car and it still makes the same noise. So what id like to know is, could it be the power steering pump thats busted or is it the belt. If youd had this problem before not necessarily with a dodge in general it be really cool to hear your point of view thanks

The noise is there because of low fluid and air in the system
fill the pump and turn the wheel slowly all the way left then right
key on engine off
slowly very slowly
and add fluid as needed
take the car for a spin
recheck the fluid
if noise still after a day of driving I would suspect bad pump
also need to find and fix the leak
