1996 Dodge Magnum Problem about my cooling system

Hi. I already change the thermostat for a new one but still overheating. And noticed that the upper hose is still hard, upper hose from the radiator to the engine thermostat. By the way I change the thermostat two times thinking that the first thermostat that I bought was shot. And also notice the radiator fan doesn't work at all times when the temp gauge is already on H or hot temp. Pls. Help me solve my problem thanks.

Hi:
First, it is normal for the hose to get hard. The system is under pressure. Second, when the car over heats, can you hear the coolant boiling or does is leak out? Finally, the fans are run by the temp sending unit which sends a signal to the fan relay turning them on. The relay or sensor may be bad.
