I have a 2003 durango and it will not start but it turns over. This is the first time this problem has occurred. It rained throughout the night and wouldn't start in the morning. Cpuld the humidity be causing that? If so what can be fixed

Have you checked to see if there is spark and fuel to the engine? Also, yes rain can cause it if the plug wires or distributor cap is old. When was the last tune up?

Durango still wont start but if I spray starting fluid in the throttle body it starts for a split sec but wont stay running. Could it be the fuel pump? If so is that something I can do ir is it welded into the tank?

If it starts for a second with starting fluid, then it is fuel related problem. So, you could be right. I would recommend doing a fuel pressure test. Here are the directions:

https://www.2carpros.com/how_to/how_to_check_fuel_pressure.htm

You will need a fuel pressure gauge. Most parts stores will lend or rent one to you.

As far as the pump, if it is bad, you need to remove the fuel tank. Nothing is welded. The sending unit at the top is held in by a large retaining screw. It comes out, and then the fuel pump pulls out of the tank.

Check the tank and let me know what you find.
