1996 Dodge Dakota high idle

Just recently my car started to idle really high. I don't know the rpm's on it since I have no tac. It runs high and never comes down ever. I have replaced the tps, map sensor, and iac. Still runs high. Also there is a whine from the drivers side of the engine. All help would be grateful

Whining sound. Hmmm could be a vaccum leak causing it I would check that out.

Have you ever removed the battery overnight to reset the cmputer and see if it will relearn at a lower setting?
