1996 Dodge Dakota Engine codes

My son took his truck into a quick oil change place to get it inspected and the oil changed. It failed inspection because it threw code P1495. The paper the shop gave us says "manufacturer specific code". The guys at the shop said we had to take it to the dealer. Of course we Googled it when he got home and are just as confused now as before. Is this something that we can fix ourselves (we work on cars quite a bit, but never this) or do we have to take it to the Dealer? Can we take it to our local mechanic? My son is only 19 and neither of us can afford a repair bill from the Dealer. Can you help? Thank you!

P1495= Evap Leak detection pump solenoid circuit. If your mechanic has a scantool that can command the operation of the solenoid, he can diagnose it, but most dont have the capability.
