When braking after the vehicle is warmed up as you are rolling to a stop at a light you apply the brakes for the the last time to stop the van will just lurch ahead a little bit before stopping

Does it feel like the engine is causing it or the brakes?

Thinking about it more it started happening after the transmisson was rebuilt

I wonder if the trans isn't fully disengaging. You may want to have that checked by the person who did the work.
