1999 Dodge Caravan wiper won't Move

I can hear the motor running for the wipers but they will not move, I mean, if I put it on intermittent, I can hear the motor running intermittently. Sometimes when they do work, I can't get them to shut off.
What's wrong here?

If you hear the motor running, I would start by checking the linkage under the cowl (at the base of the windshield) to see if anything has come loose.

Let me know what you find.
