1999 Dodge Caravan VAN WON'T TURN OVER ONLY WHEN IT'S RAINI

While driving the van around Valentine's Day it stalled out on me while making a left in an intersection. We found out that it was the fuel connectors. They were cracked. They got changed. Then last friday, about 3 weeks after that, the van wouldn't start. It was running fine after fuel connectors were changed. This day it wouldn't start it was raining. Then when we went back out there about 4 hrs later at it started right up. Today, it was raining again, we went out there to start the van up to leave and it wouldn't turn over again. We let it sit for all day, about 8 hrs, tried starting it up and it started up with a backfire, loud popping noise. We have been suggested by everyone what it could be by us explaining it to them. They have told us it could be fuel injectors, fuel filter, or distributor cap getting damp. Can someone please try to pin point a little more specific for us? Thanks.

We went out there to start the van up to leave and it wouldn't turn over again. Next time it refuses to start do below to determine if its fuel or spark problem

Disconnect a sparkplug wire or 2 and ground it to the engine -have helper crank engine over-do you have a snapping blue spark? If so-you have a fuel related problem, check the fuel pressure to rule out the fuel filter/fuel pump/pressure regulator and listen to the injector/s are they pulsing or hook up a noid light. No snapping blue spark continue to troubleshoot the ignition system-power input to the coil/coil packs, distributor pick-up coil, ignition control module, cam and crank sensors- Note: If it doesn't apply disregard it
