when turn the key to start my vehicle the radio and lights inside come on but vehicle will not attempt to start. My sister's friend looked at it for me and cleaned some russ off the starter and screwed it back in. The van was running fine for about 3 weeks until yesterday I went out to start it and with no indications of a starting problem. Help we are confused do u think we need a new starter?

I would recheck battery terminals and check battery make sure it fully charged
check fuses and relays
check starter if has power at the big terminal all the time and power at the small S terminal when ignition in start position and if so starter no good
