Pulleys roll good seems to be all good, but belt still squeals. What is the problem?

Is the belt rubbery or does it feel stiff. Also is it worn or cracked?

Try pushing on the tensioner with it on ifi you can safely do so without hitting the belt. Does noise go away?

(I"m assuming this is with a new belt)

Sounds like the belt tensioner spring is weak and needs to be replaced. Either that, or the belt is not routed correctly -- double-check the map in the engine compartment.
