Engine Mechanical problem
1988 Dodge Caravan 4 cyl Front Wheel Drive Manual

When starting it will surge then the check engine light will come on and the engine will rev up. The engine won't idle down when I stop. sometimes when giving gas or while slowing down the van will buck. I have changed plugs wires cap rotor fuel filter etc still acting up.

It is more than likely your idle air control motor. But before we rule that out, please check the check engine light.

Turn the key in this sequence within 5 seconds.
ON-OFF-ON-OFF-ON. Your computer will start spitting codes. Count the flashes of the check engine light. Post the result so we can help you diagnose.

When I circulate the key on and off the check engine light comes on once and then waits a couple of seconds them it will flash four more times.
