1996 Daewoo Nubira engine over reving constant

How do I fix engine constantly reving at 2.5 - 3,000 rpm? From start to normal working temperature, still no fluctuation in engine speed. Otherwise drives as normal.

If check engine light on take it to Autozone for a scan for codes. If no light check for binding in throttle cable and throttle plate and pull the ISC to see if the pental is open allowing air to bypass throttle.

Just to suggest. Check for vacuum leaks at the intake and check 3 bolts holding the egr adapter assembly if they r lose will creat vacuum leak these bolts hav torx heads later!
