2000 Chrysler Van tightening sequence of connecting rod cap

Each time I start to tighten my new connecting rod bearings onto the crank I cannot rotate the flywheel.

I had one bearing which was shot.

I know the torque is around 40 ft lbs!

I tried using the starter to tap it over but no dice. It wont turn it either.
The only thing I can think of is the sequence. Merry Xmas and I need a present quick or TNT.

If its a 3.0L engine its 38ft lbs and 1/4 turn- try retorquing the main bearing cap loosen it and torque 8MM to 21ft lbs and 11MM to 30ft lbs and 1/4 turn

Note: Double check if its the correct undersize bearings
