Speedo problem for 1997 Dodge Avenger

I have a 1997 Dodge avenger with 103,000 miles on it. The problem is the speedo reads almost double the speed that I am really going. Another technition has changed the pcm and the eatx computors and he has also changed he speed sensors. I have checked the wirring and seems to check out fine. One tech told me that it could be the head unit causing the problem but I changed it and their was no change. When I hook up a scanner the scanner reads the same as the head unit. The transmission shifts fine and the cruise control operates fine. The govner in the computer also works fine because it shuts the car down at 125mph. I know that I am not going that fast. Help please.

Have you tried a new VSS? The signal goes to a EATX-ECM, it may be the problem if the VSS doesnt fix it. Let me know. Thats a good one

This vehicle only uses the output speed sensor for the head and it does go to the eatx. Both the input and output sensors have been changed.
