1996 Chrysler LHS Steering sloppy

When brake is applied or wheel is turned slightly car quickly drifts to the left approx. 1-2 feet; always feels like there is no steering control for a moment.
What needs to be repaired, and approx. How much will it cost?

Without driving this is very difficult.
The tires may need to be rotated, front to back.30 bucks.
The pads or rotors could be bad, 250 - 350.
There could be a steering rack outer end problem about 200.
Or it could have a bad steering rack 500.00 that would include an alignment.
I hope it is the least expensive repair and there is a couple other more unusual things it could be but that should be right around what each repair would cost using Chrysler parts and service. OK Don't feel bad because sometimes the tires do some strange things, so fate may prove cheaper, rather than expensive. If you love the car, drive it in a safe manner so you would be better off addressing this issue before much more driving like it is now. Thank-you.
