1991 Chrysler Le Baron Blown Head Gasket

After changing the head gaskets on my daughters LeBaron, the car will not start. It will turn over but no start. I checked the sparks, they are getting spark. The motor is getting fuel. Any suggestions

Compression test the cylinders and check timing.

(If those bolts were toqrue to yeild, they should have been replaced, heads should have been checked for cracks and surfaced)

I had the heads machined and resurfaced. I also changed the head bolts as well. The only problem I encountered during re-installation was I placed the #1 cylinder to TDC, piston even with top of cylinder, placed the front cam pulley on the timing mark, but the rear cam pulley would not properly line up with its mark. It would stop either 1 inch before or after the mark due to spring tension on the cams. Could this be the problem? If so, How can I get it lined up if the springs won't let it stop on the mark? I do have repair manual, Haynes, but it doesn't really specify.
