1996 Chrysler Cirrus Lose of power on start up

Recently I experiencing lose of power when starting the car. It is random, happening maybe once every 15 - 20 starts. The car starts and is running but I have no power steering, windows, etc. I shut the car off and restart it and everything works again. It does this on both cold starts and hot starts.
The battery and alternator have checked out OK.

Sounds like your body control module is faulty.

Did you ever get this diagnosed? I have a 1997 Cirrus and I've had it to 6 garages, and everyone is mystified, nor does computer analysis show anything. I can be driving it and suddenly, while it continues to run, I lose the power steering, then brakes, etc. I'd really appreciate your imput. Thank you.

My mechanic figured out that it was the starter itself that was the cause. It was replaced and the problem was resolved.
