1996 Chrysler Cirrus breaking fuses

1996 Chrysler Cirrus 4 cyl Two Wheel Drive Automatic

I own a 1996 chrysler cirrus and when I go to start it always breaks a fuse for the starter and fuel pump with the broken fuse in everything works fine but it wont start but without it the radio won't work the doors won't lock but it will unlock the lights for the a/c and rear defrost buttons won't work and we took it to a mechanic who said that when he went outside to look at it it started up just fine and it started over 100 times now when it's back at our house it won't start again at first it was very fickle with starting but now it won't start at all can you help me?

When it doesn't start, does the starter still work? Also, I need you to check to see if the engine is getting spark and fuel. If you are sure the fuse is for the fuel pump, chances are there is a short in the pump.

I don't know we put a new battery in and a new relay in and it worked for a week but it started doing it again when we turn the key right away it blows the fuse chrystler being the idiots they are put three thing on the fuse the fuel pump the starter and something else that I can't remember when we park it in our driveway it is slanted uphill I don't know if that has anything to do with it but when we park it on the street it will start up just fine i'm not really that experienced with cars but could it be that the fuel pump is having to work too hard to get the fuel to the engine so it is breaking the fuse
