1996 Chevy Truck hesitation

I have a major hesitation to almost a stall happening when the engine has any sort of load. It idle's fine. The voltage meter on the dashboard varies below and above 14V. When above, the truck works fine. The tail lights flicker and go out when the engine hesitates. I've replaced the spark plugs, wires, fuel pump and air filter. Any idea's as to what might be the problem?

Start by having the alternator load tested

Check the ignition switch. BTW how can you see this? The tail lights flicker and go out when the engine hesitates.

How do I test the ignition switch? At night, I can see the tail lights in the side mirrors. Also, something new; backing into a driveway the engine stalls.

It's also getting harder to start. Turns over more before starting.
